60-Day Notice

Dear Residents,
As the cost of living continues to rise, along with the high costs of maintaining park infrastructure and insuring our communities, it has become increasingly challenging for ownership to manage these expenses. Caritas remains committed to keeping rent increases as low as possible and will continue to adhere to local and state regulations regarding rent increases.

The law allows for administrative fees related to utilities to be passed through to homeowners, a cost that ownership has historically absorbed. According to MRL Code 798.40 (3), a billing, administrative, or other fee representing the combined total of management’s and the billing agent’s costs shall be the lesser of an amount not to exceed four dollars and seventy-five cents ($4.75), as adjusted pursuant to this paragraph, or 25 percent of the amount billed pursuant to paragraph (1). Beginning January 1, 2022, the maximum fee authorized by this paragraph may be adjusted each calendar year by management, no higher than a commensurate increase in the Consumer Price
Index based on a California fiscal year average for the previous fiscal year, for all urban consumers, as determined by the Department of Finance. Management may pass through up to $4.75 plus CPI, which totals $5.46 for 2025.

Per Civil Code 798.32, management must provide homeowners with a 60-day notice when imposing a new charge. Please accept this 60-day notice that, effective August 1, 2025, your rent statement will reflect the following charges:

  • Water meter fee: $5.46
  • Administrative fee: $0.90
  • Weights and Measures fee: $0.50
